Учитывая возросшее значение споров по поводу загрязнения окружающей среды и ее сохранения, особую важность приобретает проблема ответственности правительств. Вместе с тем, международная ответственность, которая возникает в связи с загрязнением окружающей среды, как и другие вопросы защиты окружающей среды, уже в течение долгого времени не может полностью войти в сферу международного права и урегулирования, переживая множество подъемов и падений на этом пути.

The Study of Trends in International Responsibility Arising From Environmental Pollution

Given the increasing importance of disputes over the pollution and conservation of the environment, particular importance is attached to the problem of governmental responsibility. However, the international responsibility that arises in connection with the environmental pollution, as well as other environmental issues, has not been included in the international law. Thus, we still cannot say that the problem of international responsibility in protecting the environment is fully and effectively developed and will be used extensively. This article attempts to summarize the recent advances in the field of international law and offers a brief overview of the past events. The author focuses on the latest developments in the field of international responsibility arising from environmental pollution, and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.
