РАЗВИТИЕ ЭЛЕКТРОЭНЕРГЕТИКИ КАК ЕСТЕСТВЕННОЙ МОНОПОЛИИ

Рассматриваются трактовки понятия «естественная монополия» и обосновывается позиция автора к оценке противоречий в статусе отрасли как естественной монополии. Раскрыто противоречие в формировании равновесной цены на основе наиболее высокого уровня затрат производителя, что создает условия для спекуляции, а не для конкуренции между различными типами производителей электроэнергии. Анализируются ограничения развития российской электроэнергетической отрасли, приводимые в «Стратегии–2020: Новая модель роста – новая социальная политика», и возможные результаты дальнейшей либерализации отрасли для потребителей электроэнергии.

THE DEVELOPMENT OF THE ELECTRIC POWER INDUSTRY AS A NATURAL MONOPOLY

The article considers the concept of «natural monopoly» and justified the author's position to the assessment of the contradictions in the status of the industry as a natural monopoly. The contradiction has been discovered in the formation of equilibrium prices on the basis of the highest level of costs to the producer, which creates conditions for speculation, rather than competition between the different types of producers of electric energy. The limits on the development of the Russian electric power sector which are given in the «Strategy–2020: a New model of growth – the new social policy», and the possible outcomes of the further liberalization of the sector for electric power consumers are analyzed.
