This article describes the constitutional and legal issues to protect the rights and freedoms against the public administration. We analyze the situation of the Constitution of the Central Asianpost-Soviet countries on approaches to the regulation of the rights of citizens to judicial protection against administrative arbitrariness. The difference between the constitutional norms, their content and meaning. We consider the form of constitutional recognition of the judiciary. And-justice, including administrative matters. It is concluded, that the need for continued judicial reform in these countries, as well as the feasibility of the joint efforts of civil society, business community and representatives of science in the formation of administrative justice.
