An essential part of the fresh water that is now in a position to consume humanity is under the ground in the aquifer layers. This explains the need for special care of the States to such an important natural resources as groundwater. Until recently, international law regulates only the use and management of terrestrial fresh waters. In 2008, the UN International Law Commission has finished drafting article «The law of transboundary aquifers», the UN General Assembly adopted Resolution 63/124 «The law of transboundary aquifers», containing the text of these articles. Based on this project in the future it is planned to develop an international convention.
