THE INFORMATION AND COMMUNICATION STABILIZATION OF POLITICAL SYSTEM

For being stable the political system should include the circuit of information and communication stabilization. This circuit is formed by the communication channel «society -government» (public opinion and lobby system) and the conrmunication channel «government -society» (public relations and consultative structures). The communication channels and their mechanisms create the sphere of the public policy. The realization of the public policy as the constant dialogue between the society and the government is necessary for social and political stability.
