In the XXI century a rivalry in the sphere of an information and an ideology will maintain and strengthen. While the question about a political and legal size of spreading out competition stay extraordinary important, any distinct articulation of this question is absent. The place of Russia in the world will be determined not only by it's importance as a resource-rich territory, but by it's scientific and technological advantages. Russian share in the world market of high-technological production is less than 1,5 %, and it indicates of a deep disproportion between a potential of a scientific baze and final result, and poor institutional conditions of business structure of Russia. The forecast of development of Russian scientific research complex to 2010 outlines a realization of one of three scenarios: an inertia development; an export-oriented development; an investment-active development. Only second and third scenario could give an increase in financing of an innovations, to 2,6 bn. roubles and 4,5 bn. roubles, respectively. But only third scenario could make possible the full overcoming of negative tendency and the beginning of innovation-active scenario of an economic development. Under such conditions the state, as a key institute, have to assist actively and in every possible way to formating in Russia effective institutional system of a productive market environment for innovations, and of a financial support of innovation process.
