Пути повышения институционального потенциала современной России

В статье сделана попытка охарактеризовать конфликтующие системы управления национальным хозяйством, наметить точки соприкосновения двух систем и пути дальнейшего развития при сочетании социально институционализированного общества и неинституциональной системой управления экономико-политического состояния общества.

The Ways of Institutional Potential Increase in Modern Russia

The presense of the new non-institutional systems of management at this point of time leads to conflict between administrative and non-administrative forms of management and makes us think about importance of government institutions themselves at all. The new system of management is an extra mobile one. It needs no infrastructure, it works on a standard "concrete aim - concrete solution" at separation of risks. But on the other side, strong government institutions mean solid basis for social and economic rights. Changes in the social system make economic situation indefinite and unpredictable In this article we made an attempt to characterize the institutionaly social system and a new system of economical state control and to describe the form ot'lheir co-existease within the model "stability - risks - innovation".
