PECULIARITIES IN ESTABLISHING OF SELF-ADMINISTRATION IN RUSSIAN HISTORY

In the article the author emphasizes the importance of self-administration in Russia as a part of democratization proc- ess. Establishment and development of self-administration help to create political culture of a new type of citizens, leads to development of independent actions and political activity of population, that are based on civil initiative. These two proc- esses are necessary for the creation of the viable civil society and a prosperous democratic state.
