COMPETENCE OF LOCAL AUTHORITIES IN THE FIELD OF NOTARIAT: EXPERIENCE OF RUSSIA AND BELARUS

The research deals with the competence of local authorities of Russia and Belarus when they perform notarial acts. Types of notarial actions performed by officials of local authorities of Russia and Belarus are listed. The procedure of visits of notaries to agrotowns and other settlements in cases determined by the Ministry of Justice of the Republic of Belarus is described. The conditions of performing notarial acts by the officials of local bodies are investigated. Some tendencies of legal regulation aimed at finding a balance between the availability of relevant services for the population and the quality of performance of notarial acts are defined.
