The article examines approaches to the concept of "public authority" (and related concepts) that have developed in the practice of the Constitutional Court of the Russian Federation, as well as in Russian legislation after the 2020 constitutional reform. The author comes to the conclusion that the normative establishment of the concept of "public authority" and the principle of the unity of the public authority system in the Constitution of the Russian Federation is not only an establishment of the approaches to these concepts that have developed in law enforcement practice in the legislation before. The constitutionalization of these concepts led to an expansion of understanding of their legal nature, at least from the point of view of regulating the institution of local self-government.
