PRIVATE MILITARY COMPANIES IN PROVIDING SECURITY OF FRAGILE STATES

The article discusses the problems of the use of private military security companies in fragile states. The time frame covers the period from 2000 to 2021, however, in order to understand the prerequisites for the formation of the military outsourcing market, it is necessary to go beyond the established period and study the history of the formation of this service sector, starting from the early 1970s.The article also contains a study of regulatory legal acts regulating the activities of private military security companies, as well as their formation, development and the course of development. For a more complete understanding of the problem, in addition to legislative and historiographical sources, articles in the media about certain mentions of private military security organizations, as well as organizations providing military outsourcing services, were also involved in order to confirm the relevance of the topic at the present time. In addition, the resources and websites of Sandline International, Blackwater, Barcroft, RSB Group (Russia) were studied as vivid examples of military outsourcing service providers and both successful and unsuccessful cooperation with fragile states such as Iraq, Libya, Somalia, Papua New Guinea.
