Территории опережающего развития как мера государственного регулирования социально-экономического развития в Приморском крае

В статье рассмотрены особенности и механизмы государственного управления региональным развитием на примере территорий опережающего развития (ТОР) в Приморском крае России. Охарактеризованы современные ТОР региона и цели их создания. На примере ТОР «Михайловский» края выявлены основные направления регулирования социально-экономического развития данного субъекта РФ. Выявлено, что основное направление деятельности ТОР «Михайловский» связано с развитием аграрного сектора и повышением экспортного потенциала региона в отношении стран АТР, в т.ч. Китая. Экономический анализ ряда статистических показателей позволил определить, что в период 2018-2021 гг. почти в 2 раза вырос удельный вес объемов продукции сельскохозяйственного производства ТОР «Михайловский» в Приморском крае, на 10 п.п. увеличилась доля инвестиции резидентов и рабочих мест в общих соответствующих показателях края. Однако доля объемов экспорта данной ТОР от всех ТОР Приморского края увеличилась пока незначительно.

The article considers the features and mechanisms of public administration of regional development on the example of priority development areas in the Primorsky Territory of Russia. The modern priority development areas and the goals of their creation are characterized. On the example of the priority development area Mikhailovsky, regulation of the socio-economic development of this constituent entity of the Russian Federation are identified. It is revealed that the main activity of the priority development area Mikhailovsky is associated with the development of the agricultural sector and the increase in the region's export potential in relation to the Asia-Pacific countries, including China. An economic analysis of a number of statistical indicators made it possible to determine that in the period 2018-2021, the share of agricultural production volumes of the priority development area Mikhailovsky in the Primorsky Territory increased almost 2 times; the share of resident investment; jobs in the total corresponding indicators of the region increased by 10 percentage points. However, the share of export volumes of this priority development area from all the tops of the Primorsky Territory has increased slightly so far.
