ПРИОРИТЕТЫ РАЗВИТИЯ И СОВРЕМЕННЫЕ ВЫЗОВЫ ДЛЯ ЛОГИСТИЧЕСКОЙ СИСТЕМЫ АГРОПРОДОВОЛЬСТВЕННОГО ЭКСПОРТА ЕАЭС

В настоящее время проблема недостаточно развитой логистической системы агропродовольственного экспорта ЕАЭС становится все более актуальной. Функционирующий в условиях современных экономических вызовов транспортно-логистический комплекс ЕАЭС не способен в достаточной степени обеспечить повышение эффективности логистического сотрудничества и требует значительной модернизации. Цель исследования - выявление приоритетных направлений развития для совершенствования логистической системы ЕАЭС в сфере агропромышленного экспорта в условиях преодоления последствий пандемии COVID-19, а также санкционного давления в отношении России. В статье представлен краткий обзор агропродовольственной системы ЕАЭС, проблем и сложностей в сфере продовольственного обеспечения, вызванных влиянием пандемии COVID-19, введением экономических и политических санкций в отношении таможенно-логистического комплекса стран-членов ЕАЭС. Исследована динамика развития организации перевозок в условиях пандемии COVID-19 в 2020-2021 годах в странах ЕАЭС. Исследованы негативные тенденции, обусловленные современными экономическими вызовами, которые в условиях санкций влияют на организацию работы таможенно-логистической системы ЕАЭС. Обозначены приоритеты развития современной агропродовольственной таможенно-логистической системы Евразийского экономического союза в контексте принятых стратегических документов по развитию интеграционных процессов в ЕАЭС.

At present, the problem of the underdeveloped logistics system of EAEU agrofood exports is becoming increasingly important. Functioning in the context of modern economic challenges, the transport and logistics complex of the EAEU is not able to sufficiently ensure the improvement of the effectiveness of logistics cooperation and requires significant modernization. The purpose of the study is to identify priority areas of development to improve the logistics system of the EAEU in the sphere of agro-industrial exports in overcoming the consequences of the COVID-19 pandemic, as well as the sanctions pressure on Russia. The article provides a brief overview of the EAEU agrofood system, problems and difficulties in the sphere of food supply, caused by the impact of the COVID-19 pandemic, the introduction of economic and political sanctions against the customs and logistics complex of EAEU member states. Dynamics of development of organization of transportation in the conditions of pandemic COVID-19 in 2020-2021 in the EAEC countries was investigated. Negative trends caused by modern economic challenges that affect the organization of the customs and logistics system of the EAEU under sanctions have been studied. Priorities for the development of the modern agrofood customs and logistics system of the Eurasian Economic Union in the context of adopted strategic documents on the development of integration processes in the EAEU are outlined.
