Роль и место открытых инноваций в инновационной политике в условиях кризиса

В статье рассматриваются характеристики стратегий государственной инновационной политики для 44 стран ОЭСР в период пандемии Covid-19 и дальнейшего кризиса, путем анализа того, в какой степени инновационная политика была реализована для продвижения открытых инноваций во время глобального кризиса. Во многих странах правительства считают политику в области инноваций, которая поддерживает и продвигает открытые инновации, более эффективной для мобилизации знаний и технологических ресурсов для быстрой разработки и внедрения инноваций. При этом чаще используются такие инструменты, как официальные консультации с заинтересованными сторонами и экспертами; стипендии и кредиты для аспирантов и стипендии, сетевые и совместные платформы.

The pandemic, the fourth energy transition, sanctions pressure and disruption of logistics chains have pushed the world community to a precedent-free crisis. These extraordinary circumstances have prompted many countries to launch large-scale and accelerated innovation policies. During Covid-19 and the subsequent crisis, many countries retained (or switched to) a strategy with active use of open innovations. There is a wide variety of innovation policy options in the framework of working with external organizations that are used to respond to emergencies and crisis phenomena. In times of emergency, it is necessary to quickly gain access to innovative solutions, which forces governments to deregulate and open their traditional borders for more intensive cooperation with external entities - from commercial organizations to universities and various technological platforms. The article examines the characteristics of state innovation policy strategies for 44 OECD countries during the Covid-19 pandemic and the subsequent crisis by analyzing to what extent innovation policy was implemented to promote open innovation during the global crisis. In many countries, Governments consider innovation policies that support and promote open innovation to be more effective in mobilizing knowledge and technological resources for rapid innovation development and implementation. At the same time, such instruments as official consultations with stakeholders and experts, scholarships and loans for graduate students and scholarships, network and joint platforms are more often used.
