ПОЛОЖИТЕЛЬНЫЕ И ОТРИЦАТЕЛЬНЫЕ АСПЕКТЫ ИННОВАЦИОННОГО РАЗВИТИЯ ДЛЯ РЕАЛИЗАЦИИ КОНСТИТУЦИОННЫХ ПРАВ ЧЕЛОВЕКА

В современном мире научно-технический прогресс оказывает широкое воздействие на качество жизнедеятельности человека, в связи с чем появляется необходимость исследования правовых последствий происходящих изменений. В статье исследованы отдельные аспекты влияния инновационного развития на права и свободы человека и гражданина в Российской Федерации. Настоящее исследование позволяет рассмотреть вопросы защиты прав человека в контексте реализации инноваций, науки и техники. Выявлена необходимость правового регулирования, установления юридической ответственности за нарушение прав и свобод человека и законодательного закрепления существующих прав человека в сфере инновационной деятельности, для эффективного развития научного потенциала страны и перехода государства к инновационному развитию и построению инновационного общества.

POSITIVE AND NEGATIVE ASPECTS OF INNOVATIVE DEVELOPMENT FOR THE REALIZATION OF CONSTITUTIONAL HUMAN RIGHTS

In the modern world, scientific and technological progress has a wide impact on the quality of human life, and therefore there is a need to study the legal consequences of the changes taking place. The article examines some aspects of the impact of innovative development on human and civil rights and freedoms in the Russian Federation. This study allows us to consider the issues of human rights protection in the context of the implementation of innovations, science and technology. The necessity of legal regulation, establishment of legal responsibility for violation of human rights and freedoms and legislative consolidation of existing human rights in the field of innovation, for effective development of the scientific potential of the country and the transition of the state to innovative development and the construction of an innovative society is revealed.
