Роль Европейского Союза в системе международных отношений: от концепции «гражданской силы» до идеи стрессоустойчивости

В настоящей статье анализируется место Европейского Союза в системе международных отношений. Опираясь на ролевую теорию, авторы выделяют четыре типа ролей, присущих ЕС: навязанные, избранные, декларируемые и реальные. Данные роли закладывают основу тех или иных концепций внешней политики. В статье исследуются три концепции: «гражданской силы», «нормативной силы» и стрессоустойчивости. Рассматривая их эволюцию, авторы заключают, что концепция стрессоустойчивости, в отличие от концепций «гражданской» и «нормативной» силы, возникла как ответ на усилившиеся угрозы, сочетая в себе ценностное и прагматическое измерения. Кроме того, сдвиг к концепции стрессоустойчивости знаменует собой переход к большей технократизации и перенос ответственности за распространение ценностей на граждан третьих стран.

The Role of the European Union in the System of International Relations: From the Concept of “Civilian Force” to the Idea of Resistance to Stress

This article analyzes the place of the European Union in the system of international relations. Based on the role theory, the authors distinguish four types of roles inherent in the EU: imposed, elected, declared and real. These roles lay the foundation for certain foreign policy concepts. The article explores three concepts: “civilian power”, “normative power” and resilience. Considering their evolution, the authors conclude that the concept of resilience, in contrast to the concepts of “civilian” and “normative” force, arose as a response to increased threats, combining value and pragmatic dimensions. In addition, the shift towards the concept of resilience marks a shift towards greater technocratization and the transfer of responsibility for disseminating values to third-country nationals.
