Реализация Городового положения 1870 г. в оценках российских общественно-политических деятелей 1860-х - 1880-х гг

Целью исследования является осмысление оценок российских общественно-политических деятелей по реализации Городового положения 1870 г. Проведен анализ различных вариантов Положения, рассматривавшихся в 60-е гг. XIX в., где основными вопросами для обсуждения стали границы полномочий в городской административной и общественной сферах управления, а также корреляция отношений властей на всех уровнях. Авторами выявляется многообразие факторов, оказавших влияние на становление и эволюцию городского самоуправления, с применением современных методов исследования, почерпнутых из методологии общественно-политической истории, что позволяет посмотреть на управляющий сегмент в городах с нового ракурса.

The purpose of the study is the comprehension of assessments of Russian public and political figures on the implementation of City regulations of 1870. The analysis of various variants of the Regulations that were considered in 60s of 19^th century, where the main issues for discussion were the boundaries of authority in the city administrative and public spheres of management, as well as the correlation of relations between authorities at all levels has been conducted. Summing up the abovementioned, it should be noted that the introduction of City regulations of 1870 was the starting point for the formation of new bodies in the system of the city self-government and did not run counter to the government course, focused on the changing living conditions of the city as a result of the processes that took place in the economy and social structure of post-reform Russia.
