National technology transfer systems of leading technological development countries

The article considers features of formation and development of national innovation systems (NIS), transfer of technologies of countries-leaders of technological development taking into account their regional component. The author analyses the innovation and technological systems of the leading countries taking into account their regional distribution, because each region (Europe; Northern America; Latin America and the Caribbean; Central and Southern Asia; South East Asia, East Asia, and Oceania; Northern Africa and Western Asia; Sub-Saharan Africa) has its own leader, whose innovation system is influenced by regional characteristics (climatic, cultural, socioeconomic, etc.). On the basis of the research carried out, we conclude that the governments of all countries - regional technological leaders come to the realization of the need to increase the efficiency of the innovation component, transfer of technologies, which contributes to the formation of the necessary organizational system aimed at ensuring the process of obtaining, implementing and disseminating the results of scientific research and development with the involvement of all participants of the innovation process - state, science, education, business. At the same time, the creation of a system based on the integration of scientific, educational and production spheres will lead to the creation of competitive high-tech products, further high status of countries in the world technology market.

В статье рассматриваются особенности формирования и развития национальных инновационных систем (НИС), трансфера технологий стран-лидеров технологического развития с учетом их региональной составляющей. Автор анализирует инновационно-технологические системы ведущих стран с учетом их регионального распределения, поскольку каждый регион (Европа; Северная Америка; Латинская Америка и Карибский бассейн; Центральная и Южная Азия; Юго-Восточная Азия, Восточная Азия и Океания; Северная Африка и Западная Азия; Африка к югу от Сахары) имеет своего собственного лидера, на инновационную систему которого оказывают влияние региональные особенности (климатические, культурные, социально-экономические и др.). На основе проведенного исследования сделан вывод о том, что правительства всех стран - региональных технологических лидеров приходят к осознанию необходимости повышения эффективности инновационной составляющей, трансфера технологий, что способствует формированию необходимой организационной системы, направленной на обеспечение процесса получения, внедрения и распространения результатов научных исследований и разработок с привлечением всех участников инновационного процесса - государства, науки, образования, бизнеса. В то же время создание системы, основанной на интеграции научной, образовательной и производственной сфер, приведет к созданию конкурентоспособной высокотехнологичной продукции, дальнейшему высокому статусу стран на мировом технологическом рынке.
