РОССИЯ - ТУРЦИЯ: ПОИСК БАЛАНСА СИЛ

В эпоху глобализации между Российской Федерацией и Турецкой Республикой - двумя государствами-соперниками за влияние на ряде территорий Центральной Азии и стран Закавказья - сложилось достаточно перспективное сотрудничество практически во всех отраслях. В соответствии с чем данная научная статья посвящена рассмотрению всего спектра российско-турецкого взаимодействия с момента становления дипломатических отношений в конце XV века по конец 2021 года. Целью научного исследования автором определяется выявление периодов кризиса в двустороннем взаимодействии России и Турции, их причин и путей выхода из кризисных ситуаций. Для достижения цели автором использовался исторический метод научного познания, в соответствии с которым был поведен ретроспективный анализ определенных временных отрезков российско-турецкого взаимодействия. Для измерения «остроты» или наоборот благоприятности сотрудничества автор использовал критерий оценки интенсивности экономического взаимодействия, посредством сбора, анализа и сравнения статистических данных. Исследование выстроено через призму системного подхода для отображения всех политико-экономико-культурных реалий. По результатам исследования было выявлено, что основным камнем преткновения в российско-турецких отношениях является соперничество в установлении региональной гегемонии. Такое соперничество на протяжении веков выливалось либо в войны, либо в периоды крайнего ухудшения дипломатических отношений. В современных реалиях военный аспект противостояния выпал из контекста внешнеполитического взаимодействия, и соответственное, соперничество все чаще носит экономическо-политический характер. Авторами доказано, что торгово-экономическое, энергетическое сотрудничество и стремительное развития туризма - двигатели и факторы улучшения российско-турецких отношений. Сегодня мы видим, что страны не прекращают диалог по различным направлениям для улучшения двусторонних отношений, но они также ищут новые возможности и отрасли, в которых они могли бы начать сотрудничество. Залог успешного формата взаимодействия Российской Федерации и Турецкой Республики - это постоянный поиск баланса сил в регионе влияния и диалога.

In the era of globalization between the Russian Federation and the Republic of Turkey - two rival states for influence in a number of territories of Central Asia and the countries of the Caucasus - quite promising cooperation has developed in almost all sectors. Accordingly, this scientific article is devoted to the consideration of the entire spectrum of Russian-Turkish interaction from the moment diplomatic relations were established at the end of the 15th century to the end of 2021. The purpose of the scientific research by the author is to identify periods of crisis in the bilateral interaction between Russia and Turkey, their causes and ways out of crisis situations. To achieve the goal, the author used the historical method of scientific knowledge, in accordance with which a retrospective analysis of certain time periods of Russian-Turkish interaction was conducted. To measure the "acuteness" or vice versa of the favorableness of cooperation, the author used the criterion for assessing the intensity of economic interaction, through the collection, analysis and comparison of statistical data. The study is built through the prism of a systematic approach to reflect all political, economic and cultural realities. According to the results of the study, it was revealed that the main stumbling block in Russian-Turkish relations is the rivalry in establishing regional hegemony. Such rivalry over the centuries resulted either in wars or in periods of extreme deterioration of diplomatic relations. In modern realities, the military aspect of confrontation has fallen out of the context of foreign policy interaction, and, accordingly, rivalry is increasingly of an economic and political nature. The authors proved that trade, economic, energy cooperation and the rapid development of tourism are the engines and factors for improving Russian-Turkish relations. Today we see that countries are not stopping dialogue on various fronts to improve bilateral relations, but they are also looking for new opportunities and industries in which they could start cooperation. The key to a successful format of interaction between the Russian Federation and the Republic of Turkey is the constant search for a balance of power in the region of influence and dialogue.
