THE EARLY COMPREHENSIVE ASSISTANCE TO CHILDREN WITH HEALTH LIMITATION AS A MECHANISM FOR IMPLEMENTING INCLUSIVE EDUCATION
Inclusive education has become not only a necessity, but a reality of the modern world. Each society, having its own cultural and socioeconomic specifics, implements its own inclusion model; however, regardless of this fact, the work on implementing and preparing a child for inclusion begins much earlier than the formal educational process - at the stage of the early comprehensive assistance to a child with health limitation. The issue of the early comprehensive assistance to children with health limitations and their social adaptation in society is extremely topical nowadays in the educational field. Since the mid-1990s, the priority task in the Russian Federation is to create a system of providing the early assistance to children with development disorders. Its nationwide performance provides every family with an opportunity of receiving the well-timed, namely early medical, psychological and pedagogical diagnostics of the child's development, creating conditions for the fullest possible overcoming of development disorders in the child, starting from the first months of life. Development of the early care service reduces the number of children with health limitation, who will be able to study in the general educational batch without any additional support upon reaching the school age. The main activity focus of the early assistance services is a comprehensive interdisciplinary approach to education, socialization and rehabilitation of children with health limitation. The system of the early comprehensive remedial assistance includes several lines. These lines are united by the single approach to the set of remedial measures aimed at solving the issues of disorders compensation and social adaptation of a young child with health limitation. The article examines the Russian system for organizing the early comprehensive remedial assistance to children with health limitation, which can be used in various forms of remedial area. In various regions of Russia, experience in the regional practices and initiatives has been accumulated; there are services of the early assistance that work with children with development disorders (in Moscow, St. Petersburg, Veliky Novgorod, the Amur Region, the Samara Region, the Yaroslavl Region, in the Republic of Bashkortostan and in a range of others). The article describes the most effective case on organizing and functioning of the early assistance service in the Novosibirsk region.
