Гражданская позиция: к проблеме определения понятия, структурные компоненты, социальная роль

Еще тридцать лет назад проблема «формирования гражданской позиции» не вызывала бы никаких вопросов и не подвергалась бы сомнениям. В советский период во главе общественных отношений стояла монополитическая структура, институты власти тщательно выстраивали гражданскую позицию каждого отдельного индивида. В целом было четко ясно и доходчиво, что, как и почему «ратовать, внедрять, формировать...». Сегодня, в условиях очередного этапа развития российского общества теоретически не существует единой идеологической, административно-политической системы, соответственно не должно быть исключительного права государства на формирование гражданской позиции. Принятие и убежденность в том, что главенствующую роль в жизни современного общества играют общечеловеческие ценности, четкое понимание линии движения общественного развития и целей разнообразных общественных сил и определенных личностей, согласие и искреннее желание к проведению конструктивного диалога - именно так мы видим проявление гражданского сознания.

Citizenship: on the problem of defining a concept, structural components, social role

Thirty years ago, the problem of “forming a civic position” would not have raised any questions and would not have been doubted. In the Soviet period, the head of social relations was a monopolistic structure, the institutions of power carefully built the civic position of each individual. In general, it was clearly clear and intelligible what, how and why one should advocate, implement, and form. Today, in the context of the next stage in the development of Russian society, theoretically there is no single ideological, administrative and political system; accordingly, there should not be an exclusive right of the state to form a civil position. The credibility of civil society in the system of public relations is directly proportional to the involvement in the activities of its institutions of an absolute majority of citizens, their activity, organization and cohesion in the implementation of specific goals and values. Acceptance and conviction that universal values play a leading role in the life of modern society, a clear understanding of the line of movement of social development and the goals of various social forces and certain personalities, consent and a sincere desire for a constructive dialogue, this is how the author of this research sees the manifestation of civic consciousness.
