This paper provides an analysis of some of the risks and restrictions that are limiting the participation of Russian scientific organizations, universities, and individual scientists in international scientific/technical cooperation (ISTC). The Strategy for Scientific/Technological Development in the Russian Federation envisions ISTC as one of the chief instruments of Russia’s scientific/technical and foreign policy that could help boost the effectiveness and protect the identity of Russian science. In this regard, the authors propose implementing a set of ISTC mechanisms designed to help minimize the risks and restrictions limiting Russia’s participation in international research projects. Special attention is devoted to social/cultural and social/political risks. © IAEME Publication.
