ОЦЕНКА ЭФФЕКТИВНОСТИ УПРАВЛЕНИЯ УСЛУГАМИ ПО УБОРКЕ УЛИЦ И СБОРУ ОТХОДОВ Г. МОСКВЫ КАК КРИТЕРИЯ УСТОЙЧИВОСТИ СИСТЕМЫ УПРАВЛЕНИЯ ТВЕРДЫМИ КОММУНАЛЬНЫМИ ОТХОДАМИ

В статье была проведена оценка состояния улиц и системы обращения с ТКО в трех округах г. Москвы (ЦАО, ВАО и ЮВАО) с помощью индекса CEI. В ЦАО индекс CEI составил 84,25, что говорит о чистоте улиц и соответствующей организации служб по уборке. Для улиц ВАО индекс CEI составил 53,00 - «сильно грязные» улицы. Индекс CEI для ЮВАО составил 48,25, что отражает низкий уровень управления сервисными службами. При определении влияния зональности г. Москвы на чистоту улиц и функционирование системы обращения с ТКО было установлено, что вблизи рекреационных зон и мест сосредоточения объектов культуры, улицы оцениваются по чистоте от 80 до 100 баллов, т. е. «чистые». Близость промышленных зон предопределяет низкий уровень чистоты, что характерно ЮВАО и ВАО.

The article assessed the condition of streets and the system of solid waste management in three districts of Moscow (Central Administrative District, Eastern Administrative District and South-Eastern Administrative District) using the CEI index. In Central Administrative District the CEI index was 84.25, which indicates the cleanliness of streets and the appropriate organisation of cleaning services. For the streets of Eastern Administrative District, the CEI index was 53.00 - "very dirty" streets. The CEI index for Southeast Administrative District was 48.25, reflecting a low level of service management. In determining the impact of Moscow zoning on street cleanliness and the functioning of the solid waste management system, it was found that near recreational areas and places where cultural facilities are concentrated, streets are rated 80 to 100 points clean, i.e. ‘clean'. The proximity of industrial zones predetermines a low level of cleanliness, which is characteristic of the South-Eastern Administrative District and Eastern Administrative District.
