Межпарламентская ассамблея православия: 30 лет истории успеха синергии религиозной и парламентской дипломатии и перспективная площадка диалога в новой политической реальности

В статье исследуется история взаимодействия законодательных органов стран-у-\r\nчастниц Межпарламентской ассамблеи православия (МАП), за 30 лет сотрудниче-\r\nства, сумевших превратить данный формат в яркий и имеющий мало аналогов при-\r\nмер синергии парламентской и религиозной дипломатии. Анализируются причины\r\nи обстоятельства, обусловившие вынужденную де-факто заморозку участия в дея-\r\nтельности структуры таких важных ее участников, как Белоруссия, Сирия и Россия.\r\nИзучаются соответствующие официальные документы МАП (стенограммы ежегод-\r\nных Генеральных ассамблей, отчеты о заседаниях международного секретариата,\r\nинформационные бюллетени) и специализированных парламентских структур госу-\r\nдарств-членов организации (заявления национальных делегаций, декларации, пресс-ре-\r\nлизы). Приводится оценка перспектив преодоления текущей близкой к кризису ситуа-\r\nции в МАП на основе задействования механизмов и инструментов как парламентской,\r\nтак и религиозной дипломатии.

Interparliamentary Assembly on Orthodoxy: 30 years of success story of synergy of religious and parliamentary diplomacy and a promising platform for dialogue in the new political reality

The article examines history of interaction between the legislative bodies of the member\r\ncountries of the Interparliamentary Assembly on Orthodoxy (IAO), that over 30 years of cooperation\r\nmanaged to turn this format into a bright and unique example of the synergy of religious\r\nand parliamentary diplomacies. The paper analyzes reasons and circumstances that led to\r\nthe forced de facto freezing of participation in the activities of the structure of such important\r\nmembers as Belarus, Syria and Russia. Authors study the relevant official documents of the IAO\r\n(transcripts of annual General Assemblies, minutes of meetings of the International Secretariat,\r\nnewsletters, etc.) and of the specialized parliamentary structures of the organization’s states\r\n(statements of national delegations, declarations, press releases). This work also provides an\r\nassessment of the prospects for overcoming the current near-crisis situation in the IAO with the\r\nhelp of mechanisms and tools of both parliamentary and religious diplomacy.
