The article focuses on the formation of the conceptual approaches to the creation of the distributed digital platform as the basis of a multi-agent educational supersystem. This system allows to collect, store, integrate, analyze and interpret subject-temporal data about the educational process and also associated attributive information about data presented in digital systems for supporting scientific and educational communications. This data includes the information about the students, the teachers and cognitive-informational electronic functionalities that provide testing of students and a selection of additional information materials for the lectures. The development and the adjustment of the digital platform will allow the detailed monitoring of actions in the digital information environment based on the use of various forms of artificial intelligence. Thus, the universal information environment will be created, including the databases and computing services for the accumulation of information, its analysis, forecasting and planning the work of state and non-state scientific and educational organizations and institutions within the organizational educational clusters of higher and postgraduate education. This universal information environment will allow the use of the technologies of the intelligent agents, network expertise and other components of the artificial intelligence, taking into account various factors affecting the work of the educational organizations and institutions. The authors propose the integration within the framework of the implementation of the above-mentioned distributed digital platform as the basis of a multi-agent network educational association (information system), various elements of the digital systems for supporting scientific and educational communications, connecting through a group of information and communication services educational structures and departments of the federal and the municipal departments that provide educational processes' management.
