State Policy Of Supporting Social Entrepreneurship In Russia

Purpose. The main issue of this research is the hypothesis that the modern state policy of supporting entrepreneurship in Russia does not meet the needs of social entrepreneurs. The authors reveal the main directions of the Russian Federation state policy supporting social entrepreneurs and analyze practical examples of social entrepreneurship. Design/methodology/approach. The research was conducted using applied study, based on the results of which the analysis of the effectiveness of state policy in relation to social entrepreneurs has been concluded. The comparative analysis method and the content analysis method were also used. Findings. The conducted analysis made it possible to identify the problems of state policy implementation that lead to the impossibility of fully functioning social entrepreneurship in Russia. The authors conclude the prospects for social entrepreneurship development in Russia. Research limitations/implications. On the basis on this research, more accurate results could be obtained in a larger sample, which may be a promising direction for further scientific research. Practical implications. The results of the research can be used by the government to develop and implement policies supporting social entrepreneurship, as well as by social entrepreneurs to determine their interaction strategy with the government. Originality/value. The originality of the research is to clarify the functions of government in the framework of supporting social entrepreneurship policy in Russia.
