Justification of deviations from industrial safety requirements with urban underground construction in light of technic and technology development

It is possible to reasonably depart from the industrial safety requirements relating to hoisting processes while new underground development technologies with new cross sectional design and shaft equipment is applied. Therefore, during the metro underground workings construction it is planned to equip the shaft with safe and comfortable elevator for men hoisting but to lower bulky load by the lifting beam crane with guided rails. Considering that the waste rocks are hoisted with vertical conveyor and safety escape for people is provided by a stationary flight of stairs, justification of deviations from industrial safety requirements relating to headframe construction is necessary while metro shafts are constructed. The refusal to equip the headframe does not lead to the rejection of the construction and operation of shaft head buildings. They are equipped in accordance with the project documentation, which passed state expertise.
