Человеческий капитал в национальной инновационной системе

Термин «национальная инновационная система» употребляется уже более 20 лет и распространен как среди политиков, так и среди ученых всего мира. В статье утверждается, что основой прогресса является понимание роли и значения знаний и обучения в процессах внедрения инноваций, а также работы различных инновационных моделей. В современной экономической науке моделирование роли человеческого капи-тала в экономическом росте (или влияния человеческого капитала на экономический рост) является спорным. Ключевой активностью в иннова-ционном процессе признается взаимодействие между людьми (кооперация, коммуникация, обучение).

Human capital in the national system

The term « national innovation system « is used for more than 20 years and distributed both among politicians and among scientists around the world. This article argues that the basis for progress is to understand the role and importance of knowledge and learning in the process of innovation, as well as of the various innovative models. In modern economics modeling role of human capital in economic growth (or the influence of human capital on economic growth ) is controversial. A key activity in the innovation process recognizes the interaction between people (cooperation, communication, training).
