How subprogram “technical and technological modernization, innovative development” will help Russian agriculture

The article analyzes the subprogram “Technical and Technological Modernization, Innovative Development,” which is part of the state Program for the development of agriculture and agricultural regulation of markets for many years 2013-2020. An analysis of the main directions of the subprogram shows that the subprogram does not reflect the global trend of innovative development, which is to create an innovation system that includes various players, such as innovators, brokers, community, business, etc. The estimated parameters of the subprogram are not specific; it is more appropriate to measure the economic efficiency of innovative projects, rather than their number. Thus, further specification of many parameters of this extremely important subroutine is necessary.

В статье проводится анализ подпрограммы “Техническая и Технологическая Модернизация, Инновационное развитие”, которая является частью государственной Программы развития сельского хозяйства и сельскохозяйственного регулирования рынков в течение многих лет 2013-2020. Анализ основных направлений подпрограммы показывает, что подпрограмма не отражает мировую тенденцию инновационного развития, заключающуюся в создании инновационной системы, включающей различных игроков, таких как новаторы, брокеры, сообщество, бизнес и т.д. Оценочные параметры подпрограммы неконкретны, более целесообразно измерять экономическую эффективность инновационных проектов, а не их число. Таким образом, необходима дальнейшая конкретизация многих параметров этой чрезвычайно важной подпрограммы.
