Проблемы формирование единого рынка государственных закупок в ЕАЭС

На современном этапе в условиях экономических санкций и усилившегося противостояния России и США, чрезвычайную актуальность приобретают вопросы эффективного управления государственными ресурсами и регулирования народнохозяйственного комплекса страны, успешного решения экономических, социальных и других вопросов национальной политики, в том числе, через систему государственных закупок. Создание ЕАЭС и формирование общего рынка государственных заказов сопряжено с преодолением барьеров политического, экономического и технологического характера, тормозящими начало эффективного функционирования единого рынка государственных закупок стран-членов ЕАЭС. В статье анализируется комплекс проблем, связанных с формированием единого рынка государственных закупок ЕАЭС, выявлены факторы, ограничивающие и тормозящие его развитие, обозначены ключевые вопросы, которые предстоит решить на пути к эффективному функционированию общего рынка государственных закупок ЕАЭС.

Challenges in the formation of a single public procurement market in the Eurasian Economic Union

At the present stage, under the conditions of economic sanctions and the intensified confrontation between Russia and the United States, the issues of effective management of state resources and regulation of the national economic complex of the country, the successful solution of economic, social and other issues of national policy, including through the system of state purchases, become extremely urgent. The establishment of the Unified Energy System and the formation of a common market for state orders are associated with overcoming the barriers of a political, economic and technological nature that hinder the beginning of the effective functioning of the single state procurement market of the EAEC member countries. The article analyzes a set of problems related to the formation of the unified public procurement market of the EAEC, identifies the factors that limit and hinders its development, identifies key issues that need to be resolved on the way to the efficient functioning of the general public procurement market of the EAES.
