В статье рассматриваются проблемы соотношения политического и культурного в современной Европе, плюрализма как доминанты ее развития и сложного процесса институционализации в условиях социальной и культурной разнородности и противоречивых внешних вызовов. Европейское гражданство предстает как многоуровневый и разновекторный конструкт, рационально выстраиваемый в рамках элитарного проекта. Это ставит проблему легитимности ЕС и эффективности его институтов в условиях демократического дефицита. В европейском дискурсе продолжается поиск оснований для непротиворечивого развития разных векторов идентичности. Методологической основой исследования послужили признание культурного плюрализма как политической детерминанты, принципы теории политической интеграции, концепции пределов демократии, разграничение понятий культурного разнообразия и разнородности.
The article considers the correlation of the political and cultural in modern Europe, of pluralism as a dominant of its development and a complex process of institutionalization in the context of social and cultural diversity and contradictory external challenges. European citizenship is presented as a multilevel and multidirectional construct that is rationally established within the framework of the elite project. This raises the problem of the EU legitimacy and efficiency of its institutions in conditions of democracy deficit. Reasons for a noncontradictory development of different identity vectors are being searched for in the European discourse. Methodological basis of the research is recognition of the cultural pluralism as a political determinant, differentiation of notions of cultural diversity and heterogeneity.
