В статье раскрывается проблема наделения органов местного самоуправления отдельными государственными полномочиями. Автор утверждает, что в мировой практике наблюдается тенденция к увеличению государственных полномочий, осуществляемых органами местного самоуправления.

The peculiarities of allotment of the institutions of local governing with separate state authorities

In this article we explore the problem of allotment of the institutions of local governing with separate state authorities. The author affirmes that in the worldwide practice we can see a tendency of augmentation of state authorities executed by the institutions of local governing.
