Специфика порядка формирования Совета Федерации Федерального Собрания РФ

Проведен анализ основных этапов развития института формирования Совета Федерации. Рассмотрены факторы, которые учитывались при установлении модели формирования данного органа в различные периоды. Описаны некоторые препятствия установления выборной модели формирования Совета Федерации на народных выборах.

The Specificity of Formation of the Council of Federation of the Federal Assembly of the Russian Federation: History and The Present

The current paper analyses the primary stages of Council of Federation formation and factors that governed the adoption of particular model of the Council of Federation during various historical phases of state development. Some difficulties of establishing an elective model of Council of Federation formation during national elections are also being considered.
