The paper sums up and systematizes the causes and characteristic cases of failure of low-rise buildings. It is established that the failure begins in the first phase of the seismic wave disturbance propagation.The failure of brick buildings occurs over the inclined and horizontal sections of walls according to the simple shear diagram due to action of transverse forces. The combined action of bending disturbances and shearing strains of transverse waves is the cause for the general failure of frame-panel buildings. Practically important are recommendations on providing seismic safety owing to indestructibility of staircases, minimization of the use of rigid welded connections and their replacement with mechanical elastoplastic braces, prohibition of using precast concrete elements of stair flights. The application of the «midis» brickwork must be confined to the regions where the earthquake magnitudes do not exceed 6.
