ACTUAL PROBLEMS OF RUSSIA STABLE DEVELOPMENT

The article is devoted to Russia and Russian regions stable development problems. The political and philosophical concept approach to this problem is actualized on a qualitatively new level. The trends and tendencies of the further development are given in detail. The political and judicial as well as the power mechanism of this stable development model (as a strategic objective of Russia) is preoccupied. In the context of the problem to be discussed the fundamental backgrounds of the stable development doctrine; its terms and notions, views and visions on politics, economics are delivered. The initiated national strategy of the stable development is based on Vernadsky's thoughts, "Roman Club" global development model, UN conference solution (Rio, 1992), Russian practice of this strategy usage (90-s). This national strategy comprehends the specifics of Russia as a unhinge world community subject, its historic, cultural and political specifics as well.
