REFLECTING THE TARGETED NATURE OF THE FORMATION OF A UNIFIED SYSTEM OF PUBLIC AUTHORITY IN RUSSIAN LEGISLATION: CURRENT ISSUES

The piece explores theoretical background for the creation of the “unified system of public power”, which appeared in the text of Russian Constitution in course of the 2020 constitutional reform. The authors also analyze the subsequent development of Russian legislation, which targets the structure of the public power system. The authors maintain that local government, which has been attributed to the unified system of public power in the revised text of the Constitution, is associated with this system only in connection with the functional criterion, specified in Article 132 of the Constitution, and this idea should be reflected in current legislation.
