Воздействие реализации девелоперских проектов на инвестиционный климат региона

Статья посвящена определению вопросов влияния девелоперских проектов на развитие инвестиционно-строительной деятельности региона и получения конечных эффектов от их реализации. Под девелоперским проектом понимается проект инвестиционно-строительной деятельности, направленный на объекты недвижимости, предполагающий реализацию комплекса задач и мероприятий по развитию объекта и прилегающей к нему территории для достижения максимальной ценности при минимизации расходов, роста прочих положительных эффектов. Описана классификация девелоперских проектов по классовым отличиям, конкретным объектам строительства, учету зависимости от масштабов проектов или длительности реализации, выбранным способам финансирования и другим основаниям. Выявлено, что влияние девелопмента на состояние региональной экономической системы тождественно по своим специфическим чертам влиянию отрасли строительства на развитие экономики страны в целом. Определены перспективы развития инвестиционно-строительной деятельности региона при реализации девелоперских проектов, включающие в себя: ориентацию на комплексное развитие территории, аккумулирование высоких объемов финансовых ресурсов, эффективное перераспределение капиталовложений, реновацию и развитие объектов, усиление положительных эффектов, увеличение инвестиционной и хозяйственной активности в регионе, долгосрочную ориентацию развития территорий за счет объединения крупнейших девелоперских проектов.

The article is devoted to determining the issues of the influence of development projects on the development of investment and construction activities in the region and obtaining the final effects from their implementation. A development project is understood as a project of investment and construction activities aimed at real estate objects, involving the implementation of a set of tasks and measures for the development of the object and the adjacent territory to achieve maximum value while minimizing costs, and the growth of other positive effects. The classification of development projects by class differences, specific construction objects, taking into account the dependence on the scale of projects or duration of implementation, selected financing methods and other grounds is described. It is revealed that the influence of development on the state of the regional economic system is identical in its specific features to the influence of the construction industry on the development of the country’s economy as a whole. The prospects for the development of investment and construction activities in the region during the implementation of development projects are determined, including: orientation to the integrated development of the territory, accumulation of high volumes of financial resources, effective redistribution of capital investments, renovation and development of facilities, strengthening of positive effects, increasing investment and economic activity in the region, long-term orientation of the development of territories by combining the largest development projects.
