Возрождение "Талибана" в Афганистане в условиях ухода американских сил: перспективы движения и отношения с Россией

Актуальность. Приход к власти движения «Талибан» в Афганистане заметно актуализирует новые сценарии развития страны в политическом и социально-экономическом плане. Вместе с тем указанное событие поднимает вопросы международного признания движения и развития внешних связей страны на мировой арене, роли США и России в сложившейся ситуации. В этой связи анализ перспектив развития политической обстановки в стране на фоне ухода войск США, оценка геополитической ситуации в регионе и роли России в этом процессе представляются наиболее востребованными темами на сегодняшний день. Целью исследования выступает анализ перспектив политического развития Афганистана в условиях прихода к власти движения «Талибан» и вывода войск США и роли страны на международной арене. Задачи исследования заключаются в: анализе предпосылок прихода к власти движения «Талибан»; оценке возможных сценариев политического курса движения; определении роли США в политических процессах в стране и значении вывода войск в рассматриваемых событиях; анализе перспектив международного признания «Талибана»; оценке перспектив геополитической ситуации в регионе и отношений с Россией. Методология. В исследовании были применены методы анализа и синтеза, а также системный и сравнительный методы, позволившие сделать выводы о современной специфике политической обстановки в стране. Результаты исследования имеют теоретико-прикладной характер и могут быть учтены при дальнейших исследованиях политического развития Афганистана, в том числе на международной арене. Вывод. Перспективы политического развития Афганистана и его признания на международной арене во многом будут определены курсом, который выберет для себя движение «Талибан», а именно готово ли будет движение продолжить умеренную и взвешенную внутреннюю политику, которая была продемонстрирована на начальном этапе правления. В этом контексте в рамках развития внешних связей для движения весьма актуальным является построение нового имиджа и выстраивание партнерских отношений с Россией.

Relevance. The coming to power of the Taliban movement in Afghanistan significantly actualizes new scenarios for the development of the country in political and socio-economic terms. At the same time, this event raises issues of international recognition of the movement and the development of the country's foreign relations on the world stage, the role of the United States and Russia in the current situation. In this regard, an analysis of the prospects for the development of the political situation in the country against the background of the withdrawal of US troops, an assessment of the geopolitical situation in the region and Russia's role in this process seem to be the most popular topics today. The purpose of the study is to analyze the prospects for the political development of Afghanistan in the conditions of the coming to power of the Taliban movement and the withdrawal of US troops and the role of the country on the international arena. The objectives of the study are to analyze the prerequisites for the coming to power of the Taliban movement; to assess possible scenarios of the political course of the movement; to determine the role of the United States in political processes in the country and the significance of the withdrawal of troops in the events under consideration; to analyze the prospects for international recognition of the Taliban; to assess the prospects of the geopolitical situation in the region and relations with Russia. Methodology. The study used methods of analysis and synthesis, as well as systematic and comparative methods, which made it possible to draw conclusions about the current specifics of the political situation in the country. The results of the study are of a theoretical and applied nature and can be taken into account in further studies of the political development of Afghanistan, including in the international arena. Conclusion. The prospects for the political development of Afghanistan and its recognition in the international arena will largely be determined by the course that the Taliban movement chooses for itself, namely, whether the movement will be ready to continue the moderate and balanced domestic policy that was demonstrated at the initial stage of government. In this context, as part of the development of external relations, it is very important for the movement to build a new image and build partnerships with Russia.
