Концептуальные основы развития отношений Казахстана и США

В статье рассматриваются концептуальные основы развития американоказахстанских отношений. Автор обращается к изучению политико-правовой базы взаимоотношений двух стран. Выявляет периодизацию отношений Казахстана и США. Обращается внимание на то, что процесс оформления концептуальных основ взаимоотношений шел поступательно и за 30 лет сотрудничества была создана прочная многоаспектная политико-правовая база, способствующая укреплению казахстанско-американского стратегического партнерства по широкому спектру отношений. Подчеркивается, что двусторонние отношения между Казахстаном и США не меняются в зависимости от того, кто находится у власти в США. Показано, что начиная с момента приобретения независимости Казахстаном американо-казахстанское сотрудничество пережило разворот от отношений «кредитор-должник», как в последнем десятилетии XX в., к равноправным отношениям «партнер-партнер».

The article discusses the conceptual foundations of the development of American-Kazakh relations. The author turns to the study of the political and legal framework of the relations between the two countries. Reveals the periodization of relations between Kazakhstan and the USA. Attention is drawn to the fact that the process of formalizing the conceptual foundations of relations was progressing and over 30 years of cooperation a solid multidimensional political and legal framework was created, contributing to the strengthening of the Kazakh-American strategic partnership on a wide range of relations. It is emphasized that the bilateral relations between Kazakhstan and the United States do not change depending on who is in power in the United States. It is shown that since the independence of Kazakhstan, the American-Kazakh cooperation has experienced a reversal from the creditor-debtor relationship, as in the last decade of the XX century, to the equal partner-partner relationship.
