Правовое регулирование противодействия терроризму и экстремизму в государствах Шанхайской организации сотрудничества

В настоящей статье рассмотрены правовые меры профилактики терроризма и экстремизма молодёжи в сфере образования стран ШОС. Изучена проблема толкования понятия "экстремизм", материалы судебной практики, выделены виды противодействия экстремизму, определены возрастные характеристики личности экстремиста из молодежной среды. По направлениям деятельности меры профилактики экстремизма и терроризма молодёжи определены в блоки: правовой блок психологической помощи и социальный блок.

This article discusses legal measures to prevent terrorism and extremism among young people in the field of education of the SCO countries. The author studies the problem of interpreting the concept of "extremism", materials of judicial practice, identifies types of opposition to extremism, and determines the age characteristics of the personality of an extremist from the youth environment. According to the directions of activities, measures of prevention of extremism of young people are defined in blocks: legal block - in the process of its implementation, the person exposed to extremist materials in the network is explained the algorithm of actions, explanatory work is carried out, etc.; psychological aid unit - in the process of its implementation, victimization preventive measures are taken; social block - in the process of its implementation, the activities of social communities are organized and supported, including in social networks. Special attention is paid to the use of modern social practices in the form of the organization of flash mobs, quests and other types, as well as social rehabilitation.
