The article considers the issues related to the concept and assessment of regional human capital. It presents different approaches to the assessment of regional human capital. Based on the authors’ survey of representatives of the scientific and business community, the main parameters that determine the assessment of human capital in a region are revealed. They include education, health care, career opportunities, wages/salaries, and gender. A matrix of the strengths and weaknesses of this assessment and forecasting capabilities is presented. The authors provide recommendations that contribute to the development of human capital in a region. The most important is to establish the conditions under which human capital would be in demand and be motivated for developing in the region.
