Economic uncertainties around the globe have led to a development of effective mechanisms for the integration of the state and private business. In connection with the adoption of the Federal Law on public-private partnerships (PPP) in the Russian Federation, an acute problem of increasing the efficiency of project management of public-private partnership exists. The authors proposed and tested in practice the method of estimating the effectiveness of PPP project management based on Balanced Scorecard. The fundamental objective of this technique is to identify new opportunities to improve the efficiency of the integrated management of the company, as well as to improve efficacy of the state, as a stakeholder. Balance Scorecard control method is widely used in world practice of management. Taking into account the impact of external and internal factors on the objectives of the PPP will increase efficiency. Authors proposed a modified set of indicators to specific economic conditions, analysis of external and internal factors on the effectiveness of PPP management. Also, authors evaluated the consistency of expert opinion by calculating the coefficients of concordance Kendall.
