The paper deals with the maximum principle for an optimal control problem under state constraints. The authors prove that the maximum principle is nonsingular if the admissible trajectory is "controllable with respect to the state constraints". It turns out that the mentioned condition coincides with the necessary condition of admissibility of a trajectory in which all nonstrict inequalities are substituted by strict ones.
