This article is a contribution to the analysis of the issues surrounding the change of paradigm in the political communication of the Cameroonian president Paul Biya and his prefered modality of speaking through Twitter. Our central aim thoughout this article is to explain Paul Biya’s new rhetoric, which includes the soft power, in order to appear as a "modern", "responsible", and "conciliator" head of state, according to the Cameroonian socio-political context. Social media has driving forces for political communication change of Paul Biya. It is also a way for him to break the usual silence by reducing the distrust and criticism that his governance is already arousing on the national and international scene. This paradigmatic communicational mutation is brought about by much more deeply rooted geopolitical forces.
