ВНУТРИПОЛИТИЧЕСКИЙ КОНФЛИКТ КАК ФАКТОР ЭВОЛЮЦИИ ПОЛИТИЧЕСКОЙ СИСТЕМЫ КОЛУМБИИ

Многолетний вооруженный конфликт в Колумбии является одной из центральных проблем, касающихся вопроса не только простой общественной безопасности в Колумбии, но и полемики по поводу оптимальных форм ее внутреннего политического развития. С наступлением периода протестов конца 2010-х гг., равно как и по истечении «левого поворота» и сопутствующих идеологических сдвигов в регионе, проблема внутренней нестабильности одного из ведущих государств региона выглядит особенно ярко на фоне остальных дискуссий касательно будущего государственно-аппаратного пути Колумбии, в чем и заключается ее актуальность в рамках изучения особенностей латиноамериканской политики. Данная работа ставит своей целью охарактеризовать воздействие гражданской войны на принятие выбранных принципов внутриполитического строительства. В данном контексте к выполнению напрашиваются следующие научные задачи: приведение характеристики современной политической системы Колумбии; применение ретроспективного метода для рассмотрения развития и выявления сущности вооруженного конфликта как субъекта, оказывающего влияние на политические процессы в латиноамериканском государстве; формулирование оценки касательно этого влияния на крайние этапы становления колумбийской политической системы в двух разрезах: функционально-нормативном и коммуникативно-культурном. К методам ведения исследования относятся анализ открытых источников информации, методы абстрагированного анализа в отношении качественных изменений, произошедших во внутренней политической структуре Колумбии под влиянием гражданского конфликта.

The long-standing armed conflict in Colombia is one of the main problems concerning not only simple public security in Colombia, but also the controversy over the optimal forms of its internal political development. With the onset of protests in the late 2010s, as well as the ending of the «left swing» and the accompanying ideological shifts in the region, the problem of internal instability in one of the leading countries of Latin America appears to be especially considerable on the background of other discussions regarding the future state structuring route of Colombia, and that’s why the problem is relevant in terms of studying the features of Latin American politics. The current work aims to characterize the impact of the civil war on the adoption of chosen principles of internal political construction. In this context, the work has to complete the following scientific tasks: the analysis of the contemporary political system of Colombia; the use of the retrospective method to consider the development and to identify the essence of the armed conflict as a subject that influences political processes in Colombia; the assessment of this impact in regard of the last stages of the Colombian political system development considering two dimensions: the dimension of formal legal and regulatory acts and that of communicative and cultural aspects. Research methods include analysis of open sources of information, methods of abstract analysis in relation to actual changes that have occurred in the internal political structure of Colombia under the influence of civil conflict.
