The paper presents the fundamental approaches and key principles of geoengineering. The concept of geoengineering and fields of its use (atmospheric phenomena, hydrology, etc.) are presented. The ionosphere structure and capabilities of the High Frequency Active Auroral Research Program (USA) are detailed. Because of the considerable impact on the Earth's biosphere, the worldwide production of various mineral resources and global environment contamination (atmosphere, hydrosphere, and soil) were related to geoengineering. Possible risks of geoengineering are disclosed (including those associated with large reservoirs of hydroelectric power stations). The UN approach to geoengineering management is described and key principles governing its activities are presented
