История развития государственно-частного партнерства в Германии

ГЧП обращается к инновационным методам, применяемым государственным сектором для заключения контракта с частным сектором, использующим свой капитал и управленческий потенциал при реализации проектов в соответствии с установленными временными рамками и бюджетом. Цель исследования - изучить организацию государственно-частного партнерства в Германии и историю его развития. Методологической основой исследования являются общие принципы объективности, предусматривающих беспристрастное изучение и анализ событий, явлений на основе научно-критического использования различных источников. Для решения поставленных задач автором был применен комплекс общенаучных методов. Немецкая практика образования партнерств показывает, что они являются достаточно эффективной формой сотрудничества государства и частного сектора и могут осуществляться в различных отраслях экономики. Сферы применения государственно-частного партнерства определяются развитостью экономики и разработанности законодательной базы в этой области. Выводы исследования - необходимо выделить некоторую особенность, заключающуюся в том, что государство стремится принимать участие в области производства, административно-хозяйственной деятельности и в сфере инвестиций.

The history of the development of public-private partnerships in Germany

PPP refers to innovative methods used by the public sector to conclude a contract with the private sector, using its capital and managerial potential when implementing projects in accordance with the established time frame and budget. The purpose of the study is to study the organization of public-private partnerships in Germany and the history of its development. The methodological basis of the study is the general principles of objectivity, providing for an impartial study and analysis of events, phenomena based on the scientific and critical use of various sources. To solve the tasks the author applied a set of general scientific methods. results The German practice of forming partnerships shows that they are a fairly effective form of cooperation between the state and the private sector and can be implemented in various sectors of the economy. The scope of public-private partnerships is determined by the development of the economy and the development of the legislative framework in this area. Conclusions of the study - it is necessary to highlight some feature, namely that the state seeks to participate in the production, administrative and economic activities and in the field of investment.
