Emerging next generation wireless networks involve new applications and services for human-to-human and machine-to-machine (M2M) devices. The problem of increasing requirements for network capacity and lack of radio spectrum arises. The solution could be found in the licensed shared access framework, e. g., in the case of smart cities. The authors propose a mathematical model of shared access to spectrum with adaptive power control. The algorithm makes it possible to avoid the interference between M2M devices and the spectrum owner due, in part, to the fact that it takes into account the spatial distribution and session activity of devices.
