РАЗВИТИЕ ГОСУДАРСТВЕННОЙ ПОДДЕРЖКИ ЭЛЕКТРОННОЙ ПРОМЫШЛЕННОСТИ РОССИИ

В условиях развития современной экономики, в том числе активного процесса ее цифровизации, важнейшей ее сферой выступает электронная промышленность. Однако наиболее трудоемкой и технологически сложной относительно других сфер экономики. Эффективно функционирующая электронная промышленность в стране приводит к ряду экономических и социальных эффектов, в том числе росту экономических показателей, повышению благосостояния граждан и, в конечном итоге, обеспечивает устойчивое развитие страны. Тем не менее в России темпы и уровень развития сектора электронной промышленности значительно отстают от ведущих стран - лидеров в данном секторе экономики. Все перечисленное выше обусловливает актуальность поиска эффективных направлений стимулирования развития электронной промышленности, в том числе ее поддержки на государственном уровне. В соответствии с актуальностью темы исследования, выделенными проблемами в области изучения вопросов развития электронной промышленности в Российской Федерации авторами была поставлена цель - изучить ключевые тенденции развития отечественной электроники и направлений ее государственной поддержки. В связи с поставленной целью были также сформулированы следующие задачи: определение структуры и сущность электронной промышленности, обозначение исторических особенностей развития электроники в России, проведение анализа современного состояния электронной промышленности, выделение ключевых проблем, препятствующих более активному развитию электронной промышленности в стране, изучение ключевых направлений государственной поддержки данной отрасли в России. В работе применялись общенаучные методы системного анализа, синтеза, статистические методы, методы классификации и обобщения. В статье проводится исследование направлений и особенностей развития российской электронной промышленности и выделяются методы ее государственной поддержки в современных условиях состояния социально-экономической среды. Проводится анализ исторических аспектов развития электронной промышленности России, дана характеристика современного состояния сферы электроники в стране, выделены ключевые проблемы, препятствующие более активному развитию данной отрасли в России. Сделан вывод об острой необходимости государственной поддержки электронной промышленности России в целях дальнейшего ее развития и расширения присутствия продукции электронной промышленности российских производителей на мировом рынке. В статье предложен ряд конкретных направлений по усилению электронной промышленности как перспективной отрасли отечественной экономики, а именно: переориентация части производств сектора ОПК на гражданский сектор; расширение географии присутствия электронной промышленности в других городах Российской Федерации, в том числе сети технопарков по всей стране; активизация направлений по повышению уровня развития квалифицированных кадров в области электронной промышленности; изучение возможности использования опыта других государств в области организации электронной промышленности.

DEVELOPMENT OF ELECTRONIC INDUSTRY STATE SUPPORT IN RUSSIA

In the context of the development of the modern economy, including the active process of its digitalization, its most important sphere is the electronic industry. However, the most time-consuming and technologically complex in relation to other areas of the economy. An efficiently functioning electronic industry in the country leads to a number of economic and social effects, including an increase in economic indicators, an increase in the well-being of citizens, and, ultimately, ensures sustainable development of the country. Nevertheless, in Russia, the pace and level of development of the electronic industry sector lags far behind the leading countries - leaders in this sector of the economy. All of the above determines the relevance of the search for effective directions of stimulating the development of the electronic industry, including its support at the state level. In accordance with the relevance of the research topic, the identified problems in the field of studying the development of electronic industry in the Russian Federation, the authors set a goal - to study the key trends in the development of domestic electronics and the directions of its state support. In connection with the goal, the following tasks were also identified: determining the structure and essence of the electronics industry, designating the historical features of the development of electronics in Russia, analyzing the current state of the electronics industry, highlighting key problems that impede the more active development of the electronics industry in the country, and studying key areas of state support for this industry in Russia. In the work, general scientific methods of system analysis, synthesis, statistical method, classification and generalization methods were used. The article studies the directions and features of the development of the Russian electronic industry and highlights the methods of its state support in modern conditions of the state of the socio-economic environment. The analysis of the historical aspects of the development of the electronic industry in Russia is carried out, a characteristic of the current state of the electronics industry in the country is given, the key problems that impede the more active development of this industry in Russia are identified. It is concluded that there is an urgent need for state support of the Russian electronic industry in order to further develop it and expand the presence of electronic products of Russian manufacturers on the world market. The article proposes a number of specific directions for strengthening the electronic industry as a promising sector of the domestic economy, namely: reorientation of part of the defense industry sector to the civilian sector; expanding the geography of the presence of electronic industry in other cities of the Russian Federation, including a network of technology parks across the country; activation of directions to increase the level of development of qualified personnel in the field of electronic industry; exploring the possibility of using the experience of other states in the field of electronic industry organization.
