ЭКОЛОГО-ЭКОНОМИЧЕСКИЕ АСПЕКТЫ РАЗВИТИЯ ЗОЛОТОДОБЫВАЮЩЕЙ ПРОМЫШЛЕННОСТИ В УПРАВЛЕНИИ ПРИРОДОПОЛЬЗОВАНИЕМ

В статье рассматриваются вопросы управления природопользованием при реализации проектов по добыче золота. На примере месторождения в районе Зарума-Портовело в провинции Эль-Оро в Эквадоре анализируются эколого-экономические аспекты развития золотодобывающей промышленности. В качестве негативных последствий добычи золота в регионе выделяется использование при кустарном производстве технологий с применением ртути и цианида натрия в процессе извлечения золота, опасных для окружающей среды, загрязнение рек и водоемов, рост заболеваемости местного населения в результате загрязнения водных объектов и почвы тяжелыми металлами, деградация ландшафта, снижение биоразнообразия и потеря качества питьевой воды. Обосновываются методы регулирования природопользования в регионе, включая долевое финансирование проектов экологической и социальной направленности, внедрение безопасных для окружающей среды технологий по добыче золота, создание резервного фонда участков федерального значения для разработки их в будущем с применением новых технологий, развитие туризма на исторических участках выработки в целях повышения инвестиционной привлекательности региона, создания новых рабочих мест и обеспечения устойчивого развития территории в целом.

EKOLOGO-ECONOMIC ASPECTS OF THE DEVELOPMENT OF THE GOLD MINING INDUSTRY IN ENVIRONMENTAL MANAGEMENT

The article deals with the management of natural resources in the implementation of gold mining projects. Using the example of the zaruma-Portovelo Deposit in the province of El Oro in Ecuador, the ecological and economic aspects of the development of the gold mining industry are analyzed. The negative consequences of gold mining in the region are the use of technologies in artisanal production using mercury and sodium cyanide in the process of extracting gold that are dangerous to the environment, pollution of rivers and reservoirs, the increase in the incidence of local population as a result of pollution of water bodies and soil with heavy metals, landscape degradation, loss of biodiversity and loss of drinking water quality. The article substantiates the methods of environmental management in the region, including equity financing of projects of environmental and social orientation, the introduction of environmentally friendly technologies for gold mining, the creation of a reserve Fund of sites of Federal importance for their development in the future with the use of new technologies, the development of tourism in historical areas of development in order to increase the investment attractiveness of the region, create new jobs and ensure sustainable development of the territory as a whole.
